Authority To Implement Provisions Arranged With Other countries
(1) The Government of Nepal may frame Rules to implement the provisions arranged between Nepal and other foreign countries and also the Convention of the Universal Postal Union in connection with providing
exchange service of postal articles sent by ordinary post or exchange of registry, insurance and Cash on Delivery of article through the post.
(2) Without prejudice to the generality of the powers conferred by Sub-section (1), such Rules particularly may provide for any of the following matters:-
(a) Format of the description form and procedure to be followed while filling up the description form for
posting of the articles referred to in Sub-section(1) and for receiving the delivery by the addressee and,
(b) The fee to be charged in dispatching the postal articles pursuant to Sub-section (1)
exchange service of postal articles sent by ordinary post or exchange of registry, insurance and Cash on Delivery of article through the post.
(2) Without prejudice to the generality of the powers conferred by Sub-section (1), such Rules particularly may provide for any of the following matters:-
